On March 30, the Department of the Interior and Local Government (DILG) issued Memorandum Circular No 2020-065 or the guidelines for the local government units (LGUs) in terms of social amelioration measures.
The Social Amelioration program is an initiative by the national government to give financial assistance to those affected residents due to community quarantine.
Accordingly, the DILG tasked the LGUs to identify all target beneficiaries within their area of jurisdiction and provide a master list on or before Friday, April 3.
It also made clear that the benefits shall not be limited to voting residents in their areas and shall include all stranded residents due to the community quarantine, provided that they meet the qualifications.
Moreover, all LGUs, including the barangays, shall provide the necessary clearance or certifications to appropriate beneficiaries—subject to strict observance of home quarantine and mass gatherings. The LGUs should also identify appropriate drop-off points for food and non-food items, before door-to-door distribution to their target beneficiaries.

It is highly noted that the installation of any form of signages or appendages crediting any LGU official or bearing his or her image, during the distribution is strongly prohibited.
Failure to comply will face appropriate charges under section 6 of RA 11469 and other relevant national laws and policies.
