Traveling to CdeO? Here are the basic travel requirements you need to know

(UPDATED 8/5/2021) – Cagayan de Oro (CdeO) is still placed under the Enhanced Community Quarantine (ECQ) classification until August 7, 2021.

Under the ECQ status, only authorized persons outside residents (APORs) and essential travelers will be granted exit and/or entry to-from-within the city.

Here are the things travelers must comply prior to traveling to the city:

Step 1: S+ PASS (Safe, Swift, & Smart Passage)

Both CdeO inbound and passers must register to generate the Travel Pass-through Permit (TPP).

S+ PASS is a travel management system one-stop-app developed by the Department of Science and Technology (DOST) Region VI.

The app was initially intended for Locally Stranded Individuals (LSIs), Returning Overseas Filipinos (ROFs), Emergency Travelers (ETs), and other travelers. With this, it will give all travelers a uniform protocol and aid authorities to properly monitor the movement of the people from one place to another. Step 2: OPCoorS (Online Pre-Arrival Coordination System)

Inbound residents must secure an approved Travel confirmation to avoid hassle at checkpoints before entering the city. However, transient travelers are NOT required to acquire this. Instead, they ask to contact the final LGU destination.



Step 3: Register to Higala App (for in-bound passengers)

Higala App is the official contact tracing app of Cagayan de Oro that generates a unique QR code for individuals to enter establishments within the city for the purpose of contact tracing. (READ: Alternative Link to Access Higala App Portal)

For transient passengers, register to the nationwide contact tracing system StaySafe at www.staysafe.ph to generate your unique QR code. (READ: Here’s how to register and use Staysafe PH)

All steps have a self-generation  feature, which means users may print or download the following documents anytime:

  • S+ PASS TA/TPP
  • Confirmation Letter
  • QR Code for Contact Tracing

For Returning Overseas Filipino (ROF) / Locally Stranded Individuals (LSI),

Travelers are reminded to strictly follow the Minimum Public Health Standards, namely, wearing face shields and face masks, observing proper social distance, frequent hand hygiene, and practicing proper cough and sneezing etiquette.
